Who buys digital copies of games anyway? Only a fool would spend $60 on non-physical media that has no real value once purchased. Are you too lazy to drive to the store, or too cheap to spend a couple extra bucks for shipping when buying online (which is free on Amazon for anything over $25 for example)?
I guarantee you that the number of people who will actually buy digital copies of retail games on the Wii U is so small that Nintendo figured why waste extra money on more internal storage when the vast majority of their user base will never utilize it.
