Nope, the 2M you're thinking of will have been with regards to a VGC article that Halo Reach reached (sorry) 2M pre-orders worldwide, not U.S.A exclusively would be my guess.

Halo 4 and Black Ops 2 have been adjusted up though btw.

Before the numbers were extrapolated to include Americas(I think it was just north america). The 400k preorders lost were because preorders were adjusted to only include United States estimates.

400k for the rest of the Americas is still way too much. Wasn't USA around 87% of Americas and Halo is also a really USA-centric game

Halo Reach sold 3.7mil week 1. 
2.4mil in USA
716k in Europe
42k in Japan

That leaves 542k for the rest of the world. The majority of those sales are in Canada, Mexico, and Australia, but still your right that clearly there weren't 400k preorders in just Mexico and Canada. Whether that means they overestimated preorders in USA or in the rest of America, I don't know. I do remember Halo Reach's first week was adjusted down but I have no idea what region was adjusted down. If it was the US then it was US preorders that were probably adjusted down.
