They haven't said anything to that effect. Even the 360, which does let you install games, still requires you to insert the disc as a manner of DRM. Otherwise, nothing would stop one person from making free copies of the game for 20, 50, or 500 or their closest friends.
However, Nintendo has stated that all of their first-party games will be available as digital downloads, so you could go that route if you wanted.
What I'd love to see them do (though I doubt it will happen) is what movies have been doing for a while now. Buy the physical copy and you also get a code to download the digital version. They're taking baby steps toward this by offering download codes of their games at retailers, but these don't come with a physical copy.
