Yes. VGC has the first game at around 600k sales, which obviously doesn't count digital sales but they probably wouldn't produce a spectacular difference. That can't have been a great success for them and would be a testament to their problems.

I'm surprised they've gone for a sequel at all, but then we might be seeing the sunk cost argument rising its head again.

Metro had next to no hype surrounding it. Word of mouth and especially the trailer for the sequel at E3 left many speechless and helped a lot to improve awareness among gamers. Believe me the sequel is going to fare much much better.
