It was and still is.

That statement is a guess by the person who wrote the article. Not a dev confirmation.

Regardless of whether or not the game will have all of the lighting and particles effects, it was still running at a higher resolution and frame rate at E3. So it should still be 1080p at 60 FPS unless they are going to downgrade it before release.

It's already downgraded if it's missing lighting and particle effects.

You should improve your reading comprehension. If they are still working on porting the game then that means that it was never implemented to begin with. You can't downgrade something that was never there.

The fact still remains, however, that all visual confirmation state the Wii U version has the best graphics and performance.

Biggest of all is that it is stated that this is because of "time" not system capability.

Wow, and you actually sit here and tell others not to speak to you in a condescending manner. You should improve the way you speak to people.

I was saying that lacking those effects while remaining 1080p and 60FPS is still a downgrade for an open world title like this. I think it would possibly be better served if the resolution was dropped in order to maintain the other mentioned features.
