It was understandable back and it honestly didn't contrast so badly. The coloration and texture quality melded. This game contrasts "sharply" compared to the older games.

Also, the Wii U doesn't have the technical limitation that would prevent it from rendering individual legos combined together on such a large scale. I was hoping for more.

I don't think the contrast between the character / object models and the backgrounds is any worse than the latest batch of HD Lego games.  It's just that it wasn't as noticeable before since the games were linear and the environments were much simpler and confined to smaller areas as opposed to a large, detailed open world.

Take a look at the most recent Lego release, Lego Batman 2...

Now pretend those two giant figurine statues aren't present in the screenshot... what about this environment says "Lego" to you?

It's not a question of power with regards to the Wii U, but a question of budget and development priorities.  Sure, if they really wanted to, the developers could create an HD world made up entirely of individual Lego pieces and allow for destructable environments and dynamic interaction with the game world's objects, but that would require an entirely new engine built from the ground up to accomplish, and there's no way they are going to put that kind of time and money into a game that's primarily targeted at younger audiences who are going to ask their parents for the game based solely on the fact that it has the word "Lego" in the title.
