This is VERY big new in light of Nintendo's previous relations with 3rd parties in regards to download games and their seemingly unbreakable unwillingness to change. They've made large strides in the last year though.
The article the link links to has ZERO backing other than the fact that the DQX app will be free. That is in no way confirmation of the ability to make free games. I think it's likely that's just a partnership deal. DQX will be Nintendo's biggest Wii title this holiday so them giving SQENIX a break with the app doesn't seem too far fetched.
I guess we'll see eventually though....
