There's a way to "pay" for third party content without "paying" for it.

Simply waive the licensing fees for certain games that stand to benefit the platform. I suspect this is the deal Nintendo worked out with Capcom for Monster Hunter as they knew it would move systems, so its win-win. Capcom gets a sweetheart deal with extra profit per unit and Nintendo gets a system seller in Japan.

I'd go to Rockstar for example and say "look we heard you're not making GTAV for Wii U. What if we waive the $10-$12/unit licensing fee for the first 500k units? If you sell more than 500k than porting the game will have been more than worth it anyway. Throw in some tablet functionality".

So the Wii U version would yield Rockstar an extra $10-$12 in profit per copy for the first 500k ... that's probably a pretty damn good incentive to get them to make sure the Wii U gets a version.

If you're Nintendo this doesn't really hurt you at all either because before you weren't getting GTAV period. Now if the game does fairly well on the Wii U (over 500k), then at least you get some licensing fee sales there on top of maybe selling a few systems in the process or at least widening the appeal of your library.
