The new hack hasn't even become distributed. Infact a lot of people are still thinking it is a fake.
Currently people are buying 3DS without games because of the soon to be line up. This is like the ps3 first year, ps3 hardware outsould ps3 software.
Secondly, Japanese market doesn't seem that huge on piracy relative to other markets. So I doubt you could even relate this to piracy.
