If we assume that the game follows a linear path like the last few games, then (as a developer) you only have the options of either using cloudholes or putting great restrictions on the areas that can be accessed in some other way (in other words, you can fly over the whole world below the clouds, but can't land anywhere until certain events have occured). In both cases it will be quite disappointing, because flying in just about any game means greater freedom than any other form of transportation and flying above the clouds could turn out to be just as tiresome as sailing the boat in The Wind Waker.

Yeah, I don't have high hopes for the overworld in this game.

But why would you go for flight during the design stages if you can't pull it off afterwards.
Everyone associates flight with freedom. Even Japanese, right?
