It really is the truth in most cases. Thing is, sometimes rehabilitation is just impossible, more so when they society that screwed up the individual in the first place isn't even the society you're in now. Countries should have stricter immigration policies.

i dont think you can invalidate personal responsibility just because someone has had a rough life.
