#1 - Answer is no to both parts of the question. That's all changed now.
#2 - Currently it should only skip to recent replies if you've already read through the thread, as far as I know. Otherwise it sticks to the top.

Although I noticed this is only a Chrome problem, with other browsers this doesn't happen.

It happens with me with Chrome, too.

Solution: Use Firefox
