)well at first I used your pic and just added some contrast, but then I had the ida to just google your original source because I wasn't sure if there was only a low res version available on the net or if you compressed it while saving. So in the end I used the primary source and not yours.
I'm sure there is a lot of software that can do it, but I'm using Irfan View (it's freeware) and there are quite a few options and one of them is change colours where you can change the gamma, brightness, contrast and colour saturation.
As for the resolution it probably helps when you simply save it as a bitmap file ^^
