$350 would be absurdly high, and the 3DS would destroy it at that price point. I'm not saying that it should cost less than that, simply that in the likely scenario that it costs more, it will not sell as well as its Nintendo counterpart, which isn't really a bad thing if you think about it.
As for the name, Sony seems to adore action verbs of late, so I'm going with PS Flow, or something similar. I really don't think the "Portable" will be in there - it's not a very popular brand any more, and it takes away from the fluidity (har) of the name.
