1.)Do they? If you are referring to the price itself, it is believable, but if you are talking about the boosting effects of price cuts, I disagree.

I do not know. They make it seem as if they began spending 18 months before the release of Kinect, but on the other hand make it seem as if it was spent this holiday season.
