When I was young we would buy maybe 2 new games/year and that was it. For every one person who buys 15 new games/year it only takes 1 person buying only 2 games/year to drag the ratio down to 8.5 games/year. The way we got our games back then was borrowing from our friends or for $5 at a garage sale.
There are a lot more people who buy 2 games/year than there are who buy 15 games/year regardless of piracy. Even I don't buy 15 games/year for a single console as my highest number is for the Wii at 7.25 and that is including used game sales (not a lot for Wii for myself). That will probably start dropping this year, as I have only 6 tiles I'm interested in buying.
