The black DSi comes with Pokemon Black. The white DSi comes with Pokemon White. Simple as can be!
Both versions arrive on November 20 at ¥19,800. They'll be sold at game shops nationwide, and I haven't seen any type of "limited edition" wording attached to the product, so these may not necessarily be difficult to obtain.
