While parents must be held accountable to their unruly children and they must actively teach them how to act in society, it is wrong to subtly threaten to remove someone if their children make noise.
Its part of life and sometimes it just needs to be accepted.
As someone with three kids of my own as well as foster children, I choose to now eat out all the time and I would choose to not take them all to a really formal restaurant. But, we as a society cannot tolerate the beginnings of blacklisting of any group of people from public establishments like restaurants for any reason. Otherwise, where will it stop?

That has to do with cleanliness and it makes sense. Just like pets are generally not allowed.
