Super Mario Sunshine happened on Delfino Island because they wanted to make water a main component of gameplay. Whatever new idea is brought forth, that will determine the setting."

Sorry, but here you are wrong. The context (or contet) of the game can never be slave of the gameplay. That's why Galaxy is a mess and nothing makes sense. WTH is Loopdeeswoop Galaxy supposed to be? I have no idea. I river in space? WTF? They aren't there for any real purpose, just so you can solve the puzzle and pass to the next one.
