MHP3 is comming out, and a couple of other titles ( like Project K, FFXIII Agito and PE3) will give it boost in Japan. So yeah, IMO LT 17-18 million in Japan is not out of question 
This was a portable showdown generation in Japan, and I do believe that next gen could be dominated by handhelds again
