On a more serious note, reporting sigs doesn't usually get you very far sadly. You have to be vigilant, and hope to get the right mod. A lot of them seem to dismiss the issues out of hand, or hesitate to take actions to correct them for a very, very long time. I warn anyone I see with a sig to big. I don't check file size though, so reporting is helpful. Considering how infrequent people actually delete mod jobs (seems like I'm the only one sometimes) reporting has a very good chance of me seeing it. Again, I consider anything over 1MB too big, as by that point you took some stupid youtube clip and used a youtube-to-GIF creator website. Seriously, just link to youtube if you love it so much.
As for trolling in sigs/avatars/names I generally don't read sigs unless they are people I like (who generally don't troll anyways). Again, report them and I have no problem banning someone over a sig if they refuse to change it. Most people who contact me back would probably say I'm extremely helpful in trying to get them to within a reasonable size so I don't think I'm being unreasonable.
As for other mods not doing what they are supposed to, I can only say bring it up with naz.
