When Lugia is made; it gets its ass handled to it either by Team Rocket or the 3 birds.

At least the 3 beasts are obident to Ho-Oh, who gave them life after they died.

I haven't seen Lugia bring anything back from the dead

Lugia has had it's own Movie, Ho-Oh hasn't.

Pokemon creators think Lugia > Ho-Oh.
