The US and Japan are still the two largest national markets worldwide for userbase of game consoles. "Most of the world" is being a bit disingenuous, in "most of the console market" PS3 was released in 2006. And looking at actual sellthrough (ie: "sold"), PS3 still isn't at 33.5m yet.

Europe has become Sony's strongest market and consoles are gaining steam here (the PC gaming market has significantly declined, in the NES era a relatively much larger share of gamers were using home computers instead). And the rest of the world combined can easily rival Japan for the long term.
