according to this, there are no more licensing fees for PS2 games - http://arstechnica.com/gaming/news/2008/10/sony-removes-content-approval-ps2-now-open-platform.ars

However, I don't know if that is for PAL consoles only, as it was announced by Sony Europe (another link - http://kotaku.com/5070265/the-ps2-is-now-officially-an-open-platform )

If you drop a PS3 right on top of a Wii, it would definitely defeat it. Not so sure about the Xbox360. - mancandy
