No publisher makes money off games being sold.
They ship copies of the game to retailers, for $X each (varies with the game). This gives them money. Once the copies are out of their warehouse, they no longer earn any money from them.
So if they ship 2 million and the stores sell 100k, they'll get money from 2 million copies.
If they ship 2 million and the stores sell 2 million, they'll get money from 2 million copies (and then the next shipment, but that's not the point).
So no, Sony makes no money on PS2 games which you buy from a store, but if enough are bought, there will be a new shipment, and THAT makes them money.

However, I don't know if that is for PAL consoles only, as it was announced by Sony Europe (another link - http://kotaku.com/5070265/the-ps2-is-now-officially-an-open-platform )
