You are very wrong if you think that FFXIII wont outsell MH3.

It makes very little sense to use past releases of a franchise to judge its current popularity. MH3 is the last main Monster Hunter release, so its current popularity should be judged by it.

But if you want to use past releases:

FFVII, VIII, IX, X > MHP2G

Final Fantasy is a lot bigger than Monster Hunter. Only 1 Monster Hunter makes it into the top 50 games in Japan ever, while quite a few make it in. Not only that, but 7 & 8 both sold more in Japan.

As for the biggest franchises in Japan it's something like...

Pokemon >  Mario > DQ > FF > Monster Hunter

However, Monster Hunter is yet to really prove itself with only 1 mega hit and 3-4 titles over 1m.
