What does it matter to you if a game doesn't have the same amount of production values or advertising? does it make it less fun to play?

YES!!!!!!!!!!

production values = care in the making, creativity, effort, investment.

Less produtcion values = crappier game!!!!!

So Little Kings Story, Tales of Symphonia: DotNW, No More Heroes, and Rune Factory Frontier are all crappier games than Resident Evil 5, Assassins Creed, or MW2?

All of those games had care, creativity, effort and investment.

Some of them are better than others, but that's not the point. They are all good games, because effort was put into them. In fact, arguably the worst of those, AC(1), had very little creativity: it involved running around a city, doing chores, and stabbing somebody, before mashing a button to escape. AC2 remedied those problems, and dared to be a little innovative, and look at the critical and commercial response it got, compared to the original!
