Maybe in Japan.
But as for Sony and MS getting the doom meter, i wouldn't say Sony are useless in the handheld department. I wouldn't exactly call the PSP line a failure as a whole.

Its not a failure, but its not anywhere near the level of the DS

When looking at the big picture, not even Wii or PS2 are on DS level.
PSP is the best selling non-Nintendo handheld, and it has also sold 50million+ units. Goes to show that if handhelds become the big thing... Sony will still have a place in the industry.
