That's not PR spin.

PR spin would be if he said that the 360 was below the PS3 because of consumer mentality shifting in the move to December...etc, with lots of psychoanalysis, and turning it into a good thing.

Kowenkicki just stated a fact. A fact which would ordinarily be overlooked, because it's not really of any significance (13 million isn't a major milestone, and the 360 overtook the Xbox in Europe LONG ago), but it's true, and there's no opinion or unsubstantiated rumour in his post.
