Well, if there have been previous successes of on-rails shooters and this one flopped terribly, then it's mostly their fault. Nobody cared about the game... nobody gave a damn about it, everyone was against it and nobody knew it exists besides a few. So what did they expect?
They were owned by their own ineptitude. On-Rail shooters were a refreshing genre for the Wii in its first 2 years, but now they are being overused. TPS genre is empty, no one wants to try and make a decent TPS game. Everyone goes the easy route and then cry.
"But yeah, because On-rails games sold well enough, lets make another one and pray to God it will sell. We won't advertise it even if it's from a new IP that hasn't been very popular and that was never released on the Wii before. Let's make everything we can to make a game that won't sell."
