It has nothing to do with piracy. The 360 simply isn't as popular in Europe, and the PS3 sells football games better because of PlayStation's link with football anyway.
The Wii: I'm not sure why it's so low.
The PS2: More and more people are upgrading to current gen consoles, they won't buy PS2 games forever!
PSP: Sports games don't sell on PSP. In fact, hardly anything sells on PSP. That's where you can use piracy as a reason.

yep, but I was talking about software sales in general and even though they have about the same install base, multiplat games (almost) always sell better on the PS3.

That's true, and it's quite peculiar. Piracy could be a factor in that, but I don't think it's a large one. Again (anecdotal evidence here), I don't know anyone with a modded 360, and quite a few of my PS2-owning friends had theirs modded (myself included, but this was mostly for playing NTSC games)
