I think the evolution from Link to the Past to Ocarina of time was more like a revolution.
While Twilight Princess was amazing, and the storyline better than any previous Zelda it was not in concept really different from OoT. That's why OoT has that 3% higher ranking. But TP still has 95% which is amazing and on current gen only beaten by BioShock. (and it is basically a GameCube game).
