No, Galaxy won't become the highest rated game ever. However, that doesn't mean it’s not a better game than OoT. Many games are better than those currently in the top 10. I believe Galaxy might be the best platformer ever; OoT is just *one* of the best adventure games. What makes it important is that it was the "first" 3D adventure - but I would argue Mario 64 was more important still.
Personally, I would rate Majora's Mask over OoT. Why? Because it's not just a better game, it's an evolution of the Zelda franchise. On the other hand, I wouldn't rate Twilight Princess over either of those games. Why? Because while it's a great game, it's simply a rehash of OoT. I could never rate such a game higher than the original.
At any rate, I’m willing to bet Galaxy will end up in the top 10. Mario isn’t just another "hit"-niche game like Bioshock. It will get an average of 9.5 and so will stay put quite safely in the middle of the current highest rated games.
