I don't think so, not really. NoA has a lot of say on what comes out or not at the USA. They are the ones that make all the promotions and advertising for games. They decided that games like MPTrilogy, Excitebots or Metroid Prime 3 were released with barely any ad campaign if at all.
NCL may give them many options and resources, but I think they are the ones in charge of localizing and planning the release schedules, events, PR statements and technical repairs in the USA and Latin America. They even make the manuals and can remove content from games if they feel it necessary, as well as put restrictions to 3rd parties.
I'm sure they decide which game gets localized and which doesn't.
