You think they are only adjusted down because people make a huge fuss about it. Most the adjustments up go with little fanfare.
For example, if LBP was on the edge of 1m sales, and passed it, got adjusted down, then repeat it would be all over the place as people complain about a game they like having less sales then they thought.
