oh, I should have posted this a while ago. I got an e-mail from Nintendo and I actually read it and I've known this for months 
There is no way they could ship the prizes this month, as they need the final tally, then place the order, then ship everything out. I'm sure they aren't rushing it to save money, so I'm sure they announced end of year so they could take their sweet time and not have to put resources behind it. It really is a free gift, and they won't really make anything back from it.
