report them. I will warn people and most correct their behavior quickly. I've banned a few, but those I have were altering the original to make it different than it really should have been.
including a source is very important as stealing potential hits from their page is generally not appreciated.
Not posting a tiny excerpt or at least your comments comes in as spam.
