I don't know if ioi plans on opening it up to regular users. I checked on my wife's account and the link isn't there, so no for now.
As for copyright, we (staff) have access to all sorts of press releases which we are allowed to freely host. Some videos say you need a rating block where it asks for a birth date first and I don't know how we are handling that. I have a feeling we'll just be hosting those anyways.
