To a corporation, a sale is when they sell it to a distributor. If they said consumer sales, then they would be talking about the same number we are.
EDIT: however, sometimes they play stupid games and use different metrics in press statements rather than financial statements, so since I can't understand japanese I can't give a difinitive answer. But since they would want to give the biggest number possible, shipments seems to make more sense.
As for if we are over/under tracking I don't have a clue, because I don't feel like figuring out when 4 years 3 months and 2 weeks was.
