you would have to prove they intentionally targetted the UN because they were the UN. that there were no militants acting in the area...the building wasnt being used for inappropriate purposes...it wasnt an accident....etc
pretty much you would need to prove they their thought process was like this: "stupid fucking UN...cant do their god damn jobs and just want to protect those fucking terrorists....well fuck them, ill blow the fucking shit out of them"
