Well if VC isn't widely available in shops, that means Sega didn't anticipate huge demand for this game. That means the game probably didn't have to sell a huge amount to make a profit.
The graphics are amazing because of the art direction but not technically brilliant. This suggests that VC didn't have a huge budget.
Hopefully we will see a sequel to this epic game, but I think SoA 2 is next (which is just as good 
).
