You think a Dragon Quest game is going to outsell a Final Fantasy?
Wii Sports Resort...maybe. Monster Hunter 3...possible, but unlikely.
EDIT: Holy shit, Dragon Quest sells huge. Final Fantasy will beat it WW, but WOW! Yeah, that has a good chance of clinching top spot, although third party games on Wii don't tend to sell very well.
