Most the time when something like this happens, it is because there is a program installed on the PC that essentially re-writes a section of the hard drive with the "default" settings. This prevents students from changing the backdrop or how Windows works. Also, if they install a virus, it would get written over by the new copy of windows.
If you can log in as an administrator, I would check to see if a 3rd party program is installed that would do this.
