Being on the "watch list" for being Islam

So, someone decided to learn more about religion, for researching or simply out of curiousty, s/he would automatically be on "the list"?

 

selling materials that contain extremist messages or written by extremist authors....not someone picking up to learn about a religion... would have the possibility of being on the list.
