I don't think a cousin being flirty should be taken as a sign that she's coming onto you... she could just be teasing/joking around with you... dunno, I don't have anything against incest, but I do advise against it since if found out it could have a social stigma for you, either applied by others or worse, by yourself.

And it'll be so horrible if she never meant to have sex, and you completely ruin the cousin relationship you two had, and worse if she thinks you're disgusting for being into incest.
