Jack Thompson rings a bell? The reason AO games aren't allowed by those companies in America, and only in America, is your legal system, basically. Yes, lawsuits may get shot down everytime, same as were some anti-videogames laws that a few states tried to enact last year (as they were unconstitutional). But that's still a lot of dough lost in the process. Between that and consumer backslash (think nipple slips on TV), it's cheaper to just ban them outright.
We get our share of 18+ only games published in Europe (that's the highest rating there is), as your M games are split somewhat evenly between 16+ and 18+ (GTA was 18+, RE4 16+...) Japan gets a lot of ero games published, some in consoles even, whereas little more than an interactive nipple gets you AO there.
On topic, I have my doubts that Holland alone is gonna get a special version of this game, unless Rockstar is counting on exports to sell it all across Europe. The UK, Ireland, Australia and Germany are either gonna get a cut down version, or none at all. The rest of Europe I don't know. France, Spain and Itally usually get translated versions, right? Elsewhere, I'm guessing it's mostly english (though french and german are probably expected/required in neighboring countries)... But Rockstar sure won't support different versions, content and language-wise, on a country by country basis. The markets are too small for that.
