Yes it can!  Nintendo announced that at E3 this year.  It is also apparently compatible with DSiWare, so I'm assuming that Nintendo is going to keep that service going as long as it can. :)

I’m going to buy DSi XL tomorrow, but i want to know if DS Lite/DSi/DSI XL games are region-free. So will my european DSi XL be able to run the games from US or Japan?

Yes, they are region free.

Except the DSi and DSi XL exclusives, and they are so rare that i don't know one.
