Have EA promised everyone Xbox would be like they were using multiple Xbox and how much more strong and high quality their games would be by using "The Cloud"?

Did you read your links? I did and couldn't find anywhere where Microsoft was saying what the cloud "would be like", only what it could be like. And a DF article that demonstrates how the cloud *could* have improved Xbone games. MS just stopped making a big deal about it. Kind of like always online, used games DRM, Kinect, etc. Their focus changed. Maybe they realized most people don't have the Internets to make the cloud feasible yet. Look at all the trouble Crackdown 3 has had and it was supposed to use the cloud is a gigantic way.

The tech behind the cloud is legit, MS not utilizing it in Xbone in any meaningful way doesn't change that. It simply blew up because some console warriors on all sides ran wild with it.

Not entirely accurate. Not every developer can afford to build something like Azure. It costs a shit-ton of dollarydoo's.

Someone like EA can manage it because... Well. They aren't exactly struggling financially.

The water looks great! The ships and boats on the other hand don't appear so hot.

This being my personal opinion and I'm glad they are taking strides to a more realistic experience with natural real life environments. I don't see Microsoft nor Rare being quoted in this anywhere saying this is what they were able to do because of the "Power of the Cloud".

EA promised several times fold the power of X1 available to the game in a misleading way that would apply to all the games of EA exclusively on X1 and how much that would make the power of your X1 better and how it improves the graphics and whatnot?

The idea that Microsoft's cloud computing technology is a selling point for Xbox One and gives it computing advantages other consoles don't get.

This isn't true as any developer can do this. 

If anything MS want to sell Azure as the cloud platform for game development not just MS games.  MS already sell hosting to developers for a very cheap price.  They already have cloud based solutions that allows developers to easily host shared compute power across multiple servers and of course being able to spin up and down servers petty much anywhere in the world helps with MP based and MMO based games to keep cost down and uptime high.  The power of the MS cloud was more marketing back in the day since most of what it does are behind the scenes interactions which MS is uniquely able to bring to the table unlike other Developer/ Publishers who must purchase their resources and may have to write a lot of the code MS has already integrate within Azure now.
