This isn't true as any developer can do this. 

If anything MS want to sell Azure as the cloud platform for game development not just MS games.  MS already sell hosting to developers for a very cheap price.  They already have cloud based solutions that allows developers to easily host shared compute power across multiple servers and of course being able to spin up and down servers petty much anywhere in the world helps with MP based and MMO based games to keep cost down and uptime high.  The power of the MS cloud was more marketing back in the day since most of what it does are behind the scenes interactions which MS is uniquely able to bring to the table unlike other Developer/ Publishers who must purchase their resources and may have to write a lot of the code MS has already integrate within Azure now.
