It's basically their club/membership thing, it gives you access to the chat that appears in their shows which they tend to be more interactive with, opportunities to play online games with them, a free Turbo Tee and some other stuff as well. It's not that much and it's one lifetime payment (although an annual donation is suggested and appreciated).

Bascially if you ever heard them refer to their "Turbo Buddies" or wonder who the chat are, that's who.
